One thought that came up would be to separate anything that was simply a comment permission issue from hard blocks - and then have an option to chuck these into your moderation queue rather than tossing them outright. The choice would be yours. It's just another tool for the online safety toolbox. And auto-delete them if you don't act on them for a period of time or if you get hammered with tens/hundreds/thousands of them from a single source. You would also be able to change these numbers to suit your needs.
This is just a brainstorm, but I might code it if I get some time.
